Who we are
DeBlue is a strategic design and consulting practice working at the intersection of cities, infrastructure and water systems, established in 2024 and operating internationally.
Our work originates in architecture and urban design, evolving through sustainable planning into systems thinking and innovation strategy. This trajectory allows us to engage with complexity across scales —from site and project level to city and ecosystem level— linking design, governance and implementation.
Over time, our focus has expanded towards understanding how change actually happens in complex systems: how decisions are made, how stakeholders align, and how innovations move from pilots to real-world adoption.
We bring together design thinking, analytical rigour and systems approaches to support organisations navigating uncertainty and delivering credible pathways for change.
What we do
We support cities, institutions and organisations working in complex environments where technical solutions alone are not sufficient, particularly in the context of water systems, infrastructure and urban development.
Our work often engages at early and pre-planning stages, helping shape strategies, spatial approaches and investment priorities before key decisions are locked in.
Our work focuses on:
Framing and supporting strategic decision-making under complexity, with a focus on water and urban systems
Designing enabling environments for water innovation, adoption and scaling
Aligning multi-stakeholder ecosystems across public and private actors, particularly in the water sector
Translating water strategies, policies and innovations into implementable pathways
Supporting urban and infrastructure transformation, advancing more sustainable and water-sensitive models
Conducting pre-feasibility and strategic studies for urban masterplanning and regeneration projects
Integrating water-sensitive design, resilience and sustainability principles into early-stage urban and infrastructure planning
DeBlue brings together a multidisciplinary perspective combining:
Architecture and urban design
Strategic planning and consulting
Systems thinking and modelling
Integrated water management, innovation and governance
Research, data and emerging digital approaches
Urban regeneration, masterplanning strategy and water-sensitive design
We operate as a flexible and collaborative structure, engaging with partners and experts depending on the needs of each project.
