DeBlue (Designing Blue Consultancy Ltd) was founded by Dr Pepe Puchol-Salort in 2024 to help cities, utilities, governments and organisations navigate complexity, make better strategic decisions, and deliver more sustainable and resilient urban and water systems.
Originally trained as an architect, Pepe's career has evolved through sustainable urban planning into systems thinking, integrated water management and strategic innovation. This multidisciplinary journey has shaped DeBlue's philosophy: that the greatest barriers to transformation are often not technological, but systemic.
With more than 15 years of international experience, Pepe has worked across research, policy and practice to support governments, utilities, international organisations, universities and innovation ecosystems throughout Europe, Africa, Asia and North America. His work combines strategic advisory, systems thinking, governance design and stakeholder engagement to help organisations navigate complexity, make better decisions and deliver lasting change.
Pepe's work is driven by a passion for creating enabling environments where innovation can flourish, helping cities and organisations move from ambitious ideas to lasting implementation.
