Pepe founded DeBlue (Designing Blue Consultancy Ltd) in 2024 to help cities, utilities, governments and organisations navigate complexity, make better strategic decisions and deliver more sustainable and resilient urban and water systems.

Originally trained as an architect, his professional journey has evolved through sustainable urban planning into systems thinking, integrated water management and strategic innovation. With more than 15 years of international experience across research, policy and practice, he has worked with governments, utilities, international organisations, universities and innovation ecosystems across Europe, Africa, Asia and North America.

His work combines strategic advisory, systemic design, governance and multi-stakeholder engagement with the development of practical decision-support frameworks. This multidisciplinary journey shaped the thinking behind DeBlue: that many of the greatest barriers to transformation are not technological alone, but lie in how systems are understood, stakeholders align and decisions translate into implementation.

Founder & Director

Blai is an AI Engineer at DeBlue, where he leads the technical development of DeFlow, DeBlue's systems intelligence platform. His work focuses on transforming complex bodies of research and evidence into practical, traceable decision-support tools using large language models, retrieval-augmented generation, knowledge graphs and agentic AI workflows.

He holds a BSc in Computer Science and MSc degrees in Computer Science and Artificial Intelligence, complemented by advanced AI studies at TU Berlin. His background spans machine learning, natural language processing, computer vision and machine translation.

At DeBlue, Blai works at the intersection of AI research and software engineering, developing robust and evidence-grounded systems designed for real-world strategic applications. His work supports DeBlue's ambition to use AI not simply to process more information, but to help organisations navigate complexity and make better-informed decisions.

AI Engineer

Ana is a Board Advisor to DeBlue and has supported the practice's mission from its early development, bringing a strong connection between research, systems thinking and real-world water management. She was closely involved in the development of Water-BOOST, contributing academic expertise to the systems-based framework that underpins much of DeBlue's thinking around water innovation, enabling environments and strategic decision-making.

Ana is Professor of Water Systems Integration at Imperial College London, where she develops systems approaches for understanding interactions between the water cycle, infrastructure and sustainable development. Her research spans integrated water-system modelling, resilient infrastructure planning, sustainable water management and decision-making under future uncertainty, with applications across cities, catchments and wider infrastructure systems.

Through her advisory role, Ana provides DeBlue with independent academic perspective and strategic guidance, helping ensure that its methodologies and tools remain grounded in rigorous systems research while addressing the practical challenges faced by cities, utilities and decision-makers.
